The ULEZ expansion and scrappage scheme is helping clear London’s air by providing grant payments to successful applicants to scrap or retrofit vehicles that do not meet the emissions standards and switch to cleaner, greener modes of transport.

Following the success of our last scrappage scheme, which saw the removal of more than 15,000 polluting vehicles from London’s roads, this scrappage scheme supports London residents and small businesses (under 50 employees), micro businesses (up to 10 employees), sole traders and charities with a registered address in London. Only eligible applicants with vehicles that do not meet the ULEZ emissions standards will qualify.

Scrappage scheme eligibility expansion and payment increase

We have expanded the eligibility of the scrappage scheme and increased our grant payments to help even more London residents, and London-based charities and small businesses benefit from the available funds and prepare for the ULEZ expansion.

Any London resident living in one of the 32 London boroughs or the City of London with an eligible vehicle can apply to scrap a car or motorcycle, as you no longer need to receive certain benefits to apply.

Grant payments for eligible small businesses (under 50 employees), micro businesses (up to 10 employees), charities and sole traders have been increased and we are also providing greater support for disabled London residents by increasing the grant payment to scrap or retrofit a wheelchair accessible vehicle (WAV).

Charities operating in London can apply to scrap or retrofit up to 3 vans or minibuses. If they have already received a grant for one vehicle as part of this scheme, they may reapply to scrap or retrofit an additional 2 vehicles. If they received a grant through the previous scrappage scheme, they may reapply to scrap or retrofit up to 3 vehicles.

Eligible businesses and sole traders can also apply to scrap or retrofit up to 3 vans or minibuses. If they have already received a grant for one vehicle as part of this scheme, they may reapply to scrap or retrofit an additional 2 vehicles. If they received a grant through the previous scrappage scheme, they are not eligible to apply for this scheme.

Business and charity short-term grace period

London-based small businesses, micro businesses, sole traders and charities with new vans or minibuses ordered, or non-compliant vans or minibuses being retrofitted that will not be ready until after the ULEZ expansion, may also be eligible for our new short-term grace period. Application process

The application process for the scrappage scheme is divided into two sub-schemes, based on vehicle type and applicant:

  • The ULEZ car and motorcycle scrappage scheme is for London residents with cars, motorcycles and wheelchair accessible vehicles that do not meet the ULEZ emissions standards
     
  • The ULEZ van and minibus scrappage scheme is for sole traders, micro businesses, small businesses or charities with a registered address in London, to scrap or retrofit a van or minibus that does not meet the ULEZ emissions standards.

The application process is online, and you will need to upload evidence to prove your identity and eligibility.

Individuals and businesses who received a grant payment under the previous TfL scrappage scheme, can’t apply to the equivalent sub-scheme again.

We have recently relaxed the criteria so that charities may apply to scrap or retrofit up to 3 vehicles even if they received a grant payment under the previous scheme.

Small businesses, micro businesses, sole traders and charities who have already received a grant payment for one vehicle under this scheme, may reapply to scrap or retrofit an additional 2 vehicles.

Each vehicle will need a separate application.

Cars, motorcycles and wheelchair accessible vehicles

All London residents can apply for up to £2,000 for scrapping a car or up to £1,000 for scrapping a motorcycle. For wheelchair accessible vehicles there is a payment of £10,000 to scrap or £6,000 to retrofit to the ULEZ standards.

To qualify for the wheelchair accessible grant payment, the vehicle you apply with must have been converted by mobility experts to allow a disabled person to access the vehicle as the driver or passenger.

Options are also available which include a lower payment plus one or two adult-rate Annual Bus and Tram Passes that are worth more than the payment alone.

You will need to live within one of the 32 London boroughs or the City of London to be eligible for the ULEZ car and motorcycle scrappage scheme. You can only apply for a grant payment to scrap a vehicle that does not meet the ULEZ emissions standards. The vehicle must be registered with the Driver and Vehicle Licensing Agency (DVLA) to you.

If you are a London resident claiming disability benefits with a nominated driver who lives outside of London, then you can also apply to scrap or retrofit their vehicle.

Vans and minibuses

Grant payment £6,000 – £11,500

The ULEZ van and minibuses scrappage scheme is open to small businesses (under 50 employees), micro businesses (with up to 10 employees), sole traders and registered charities. Your organisation must operate within the 32 boroughs of London or the City of London.

You can only apply for a grant payment to scrap or retrofit a vehicle that does not meet the ULEZ emissions standards.

ULEZ support offers

Several organisations are providing offers and promotions to support the scrappage scheme and the Mayor’s ambition to improve air quality in London. There are exclusive promotions for successful scrappage scheme applicants as well as offers for all London residents to take advantage of, whether they apply to the scheme or not.

By switching to other more sustainable modes of transport and using the offers, you could save money. You can get money off things like hire and/or subscription services for bikes, cargo bikes, e-bikes and e-scooters. There are also discounts on car clubs with fleets which meet the ULEZ emissions standards, and other great deals.
