From 29th August 2023 the Ultra Low Emission Zone (ULEZ) will be expanded to most of the Greater London Authority area, which includes all 32 London boroughs.
Most of the scheme is staying the same, including the current ULEZ standards. The ULEZ will also continue to be in operation 24 hours a day, every day of the year, excluding Christmas Day as there is no public transport.
A £110m scrappage scheme has also been announced, aimed at disabled and low-income Londoners, charities and micro businesses.
Mayor of London Sadiq Khan said, “Right now, London’s toxic air is making us ill. It’s poisoning our lungs, hurting children, & harming unborn babies. Clean air is not just my goal, it is a human right for all of us.”

Paul Scully MP, the Minister for London; the Minister for Tech & Digital Economy, and MP for Sutton & Cheam commented, “The Mayor consulted saying if there was ‘overwhelming opposition’ he wouldn’t extend ULEZ. Well 70% of outer Londoners don’t want it; 80% of business owners in outer London don’t want it with the same level of opposition among people working in outer London.”
The other two of London’s three road charging schemes, the Congestion Charge (Central London only) and the Low Emission Zone (almost all of Greater London), will both remain the same.
