The Licensed Private Hire Car Association (LPHCA) is a prominent trade body representing operators within the taxi and private hire industry. The association has been instrumental in championing the interests of specialised transport operators, particularly those who provide essential services like SEND transport.

Currently, LPHCA, alongside other trade organisations, is leading a campaign to address the National Insurance Contribution (NIC) increases set to take effect in April 2025. These changes pose a significant threat to SEND transport services.

What’s at Stake?

The SENDTO Group, created by LPHCA, has been at the forefront of lobbying government bodies and raising awareness of how these budget measures will harm the SEND transport sector. With the potential to disrupt services and cause business closures, it’s clear that urgent action is needed.

“As an industry, we are facing a challenge unlike any other. The proposed NIC increases could force many SEND transport providers to either reduce services or close their doors entirely. This campaign is not just about saving businesses—it’s about ensuring that SEND children can continue to receive the education and care they need. We urge every member of the transport sector to stand together and help us protect these vital services.Steve Wright, MBE, Chairman, LPHCA.

How the Campaign is Gaining Momentum

The LPHCA, along with its partners and supporters, have taken decisive action by contacting MPs, Lords, and other stakeholders to raise awareness of the looming issue. Since the campaign was launched a few weeks ago over 4000 letters and emails have been sent, to politicians and important stakeholders calling for a change in how these NIC measures are applied to SEND transport staff.

The House of Lords is already responding, with influential members like Earl of Effingham and Lord Moylan actively advocating for amendments to the legislation that would exempt SEND transport providers from these measures. These lords are pushing for an assessment of how these NIC changes will impact SEND services, and whether additional subsidies or funding will be required to preserve them.

The campaign has been guided by the dedication of LPHCA’s leadership, including Lisa Ridsdale Vice-Chair of the SENDTO group, appearing on national television to discuss the campaign’s importance and Chair Andy Mahoney, both of whom have been crucial in the lobbying efforts and engaging stakeholders in the push for change.

Who Can Be Affected?

While the changes to NICs primarily target employers, they will have a far-reaching effect on the SEND transport community, including:

  • SEND families who rely on these services for their children’s education and well-being.
  • SEND transport operators providing taxis, minibuses, or specialised vehicles.
  • Specialised transport drivers operating vehicles with disability access features.
  • Local authorities (LEAs) that rely on these services for SEND transport provision.
  • Passenger assistants who support SEND children on their daily commute to school.

If these transport providers are forced to hand back contracts or increase their prices due to the higher costs, it could leave thousands of children without their much-needed transport.

What Has Been Done So Far?

The campaign has gained substantial backing from within the transport industry as well as SEND charities. Trade bodies, including the National Private Hire & Taxi Association (NPHTA) and others, have thrown their weight behind the initiative, recognising the potential dangers of the budget changes. The involvement of MPs and Lords in parliament is a clear indicator of the growing support for this campaign at the highest levels of government.

Key members of the House of Lords, including Lord Forsyth of Drumlean, have already spoken out about the devastating effects this policy will have on SEND transport services. The Lords have been addressing the need for financial grants to local authorities and support for private providers affected by the increased NIC costs.

Why GTG Supports This Campaign

As a community of over 22,000 transport professionals, Ground Transport Group (GTG) stands united with the LPHCA, SENDTO, and other trade organisations in addressing the critical impact of the National Insurance Contribution (NIC) increases on SEND transport services. These changes pose a direct threat to the sustainability of services that children with special educational needs and disabilities rely on for access to education.

GTG recognises the potentially devastating effect on transport operators, families, and local authorities if these increases lead to business closures, reduced services, or higher costs. By supporting this campaign, we aim to protect vital services and the livelihoods of those working within the sector.
